Times of Israel—Israel blames Kerry as peace talks hopes fade:

The likelihood that derailed Israeli-Palestinian peace talks will get back on track before expiring at the end of April is virtually zero, senior Israeli officials were quoted saying Friday evening. And a TV news report quoted a senior Israeli official blaming Secretary of State John Kerry for the crisis.

“There is no chance of the negotiations restarting in the coming weeks,” unnamed officials were quoted by Channel 10 saying. They pointed to Special Envoy Martin Indyk’s return home to the US from the region ahead of the Passover holiday, and Jerusalem’s levying of economic sanctions against the Palestinian Authority, as indicating there was almost no prospect of the current impasse being broken and for talks to be extended past the current April 29 deadline.

According to Channel 2, the American-mediated negotiations-about-negotiations between Israel and the Palestinians will only restart after Passover, the week-long festival that begins on Monday night. And for the time being there is no agreement over the release of Palestinian prisoners from Israeli jails or the freeing of American-Israeli spy Jonathan Pollard from federal prison — elements of a deal that Kerry has been trying to broker to persuade the sides to continue their talks in the coming months.

BBC: Khamenei: Iran Will Never Give Up Its Nuclear Program—Iran’s supreme leader Ayatollah Ali Khamenei has backed talks with world powers but warned Tehran will never give up its nuclear programme. He said Iran had agreed to the talks to “break the hostile atmosphere” with the international community. Iran and six world powers are working to agree a deal to replace an interim accord that expires in July. Iranian Foreign Minister Javad Zarif said the two sides were up to 60% in agreement after latest talks in Vienna. A senior US official was less upbeat but said all sides were committed to keep trying.

Alan Baker: “Occupied Territories” Is a Flawed and Biased Term— When New Jersey Gov. Chris Christie apologized to Republican donor Sheldon Adelson for using the term “occupied territories” to refer to the West Bank, critics pounced. Jon Stewart of “The Daily Show” ridiculed the apology, insisting that the phrase is “widely accepted” and accurate. While the term is indeed widely used to describe Israel’s relationship to the West Bank areas of Judea and Samaria, that doesn’t make it accurate. Indeed, the use of the term “occupied territories” in this context is flawed legally, historically and factually. The phrase does not accurately reflect the status of the areas that it purports to describe. Yet it has regrettably become lingua franca in contemporary international and U.N. parlance, including for senior members of the U.S. administration and European leaders.

Jonathan D. Halevi: The Crisis in the Peace Talks Was Pre-Planned by the Palestinians— In March 2014, Saeb Erekat, the head of the Palestinian negotiating team, prepared a 65-page document that surveys the diplomatic process and offers a list of recommendations for the PA to achieve Palestinian sovereignty in the territories demarcated by the 1967 lines. PA Chairman Mahmoud Abbas has recently implemented some of these recommendations. The recommendations include submitting a request to immediately join the Geneva Conventions; declaring the impossibility of extending the negotiations after the end of the nine-month period on April 29, 2014; and opposing the Israeli proposal that the settlement blocs become part of Israel in any final agreement. The plan also includes activating bilateral committees with Russia, the EU, and the UN, and cooperating with the monitoring committee of the Arab Peace Initiative, to muster support for the Palestinian anti-settlement position; urging the states of the world to uphold the European Union’s guidelines regarding settlement activity; and escalating the peaceful popular struggle against settlements and the [security] fence.

Adi Schwartz: Updating the Palestinian Narrative—If Israel is expected to give up strategic territory, it has to be assured that a peace agreement with the Palestinians puts an end to all future demands. If the Arab side continues to dream about dismantling the Jewish state – and to act accordingly – it makes no sense for Israel to give up territory. Only a crystal clear message from the Arab side that the conflict is over, merits ceding territory. Such a clear message means acknowledging that Israel is the nation-state of the Jewish people, and will remain so. Arab officials correctly observe that such recognition would mean accepting the Israeli narrative regarding Jewish rights over some of the land. Indeed, a peace agreement and a process of reconciliation would necessitate an update of the Arab narrative that views the entire land as exclusively Arab and Muslim.

Alan Dershowitz: Palestinians Must Come to the Table for Peace—Israel lawfully captured the West Bank from Jordan in a defensive war. The land at issue was never part of a Palestinian state. While the Palestinians want it, unless they are prepared to negotiate with the Israelis, they can’t get it. Possession is 9/10th of the law, and in this case, 9/10th of morality as well. Those who seek a change in the status quo have the burden of coming forward and showing a willingness to negotiate.

Jonathan S. Tobin: Israel Will Never Walk Away from Negotiations—The Middle East peace process isn’t quite dead yet. Talks between Israel and the Palestinian Authority are still taking place. Nevertheless, the Palestinians haven’t really budged an inch on any substantive issue since the talks re-started last year. They have already demonstrated that they are only interested in forcing Israel to pay for their presence at the table with concessions like the release of terrorist murderers or building freezes in the West Bank or even Jerusalem. But if the Palestinians do keep talking after April, there’s no doubt that the Israelis will be there too. Prime Minister Netanyahu understands that Israel must never walk away from negotiations no matter how futile they are. If Netanyahu is, despite everything, going to keep showing up every time the Americans beckon, it’s because he has the unpleasant task of managing a conflict that can’t be solved by peace or war.

Avi Issacharoff: The (possible) triumph of common sense—Perhaps clearer heads will yet prevail. After a multitude of reports about crises — some reliable and some less so — news came out Thursday about progress in the US-led talks between Israel and the Palestinians. Sources in Washington confirmed that gaps between the sides had been narrowed, though no agreement had been reached. It is in the interest of all the parties involved to reach a breakthrough that will allow the talks to continue until the end of the year, at least. Prime Minister Benjamin Netanyahu, Palestinian Authority President Mahmoud Abbas, and US Secretary of State John Kerry all want — and need — an agreement to keep talking. Without it, Israel expects heavy international pressure and an increase in terror; the PA might collapse; and Kerry could become a laughingstock.

Akiva Bigman: The Myth of the Thirsty Palestinian—The President of the European Parliament caused a minor scandal when he accused Israel of denying water supplies to the Palestinian population. However, when one examines the relevant data, it becomes clear that, under Israeli rule, the Palestinian water supply has become larger, more technologically sophisticated, of higher quality, and much easier to access, almost entirely due to Israeli efforts.

Clifford D. May: Peace process peters out— Blessed are the peacemakers. But don’t confuse peacemakers with peace processors. The latter think they can persuade the lion to lie down with the lamb. The former are realistic enough to grasp how perilous that is unless the lion has just had a big dinner and a couple of stiff drinks. Sad to say, Secretary of State John Kerry has proven to be a peace processor, one loath to acknowledge that the latest round of Palestinian-Israeli peace talks have come to a very dead end. Actually, they never moved off the starting blocks.

Robert Satloff: U.S. Policy and the Israeli-Palestinian Impasse—While diplomacy may be on life support, it is not necessarily dead. The real challenge for Israel is to sustain important security and economic relations with the PA while battling the PLO on the international political and diplomatic front. A look at the specific UN conventions Abbas signed suggests a long-term strategy is at work. The problem with this strategy is that it does not get the Palestinians any closer to statehood. Just as Israelis seek Palestinian recognition of Israel as a Jewish state because only the Palestinians can provide the legitimacy they seek, so too one would expect the Palestinians to do everything possible to maintain negotiations with Israel because it is the only actor that can provide the most basic ingredient of statehood – land.
