A thousand mile journey begins with the first step.
An editorial in yesterday’s NYT raised questions about cutting spending and dealing with our deficit and debt problems. See Debt Limit Follies for details. The NYT editors’ perspective is exactly what I expect from them. Unfortunately, they are wrong … again, and they’ve been wrong for a long, long time.
In theory, Keynesian economics suggests that in good times government should create a surplus, and in bad times government should use the surplus and borrow if necessary to stimulate the economy. That’s sound reasoning despite what people today generally think about John Maynard Keynes. In practice, however, it doesn’t work out that way. Borrowing and spending are addictive, and legislators caught up in the heat of the moment pay scant attention to the long-term effects of debt. They borrow and spend during the good times and the bad, and they end up mortgaging the futures of their children and grandchildren.
It’s true that we have to pay our debts and that the effects of defaulting on our debts would be disastrous. The debt ceiling should be and will be raised because it’s the right thing to do. It’s also true that Congress should pay for what it spends, but Congress spends too much. When confronted with a spending problem, the solution is not to increase taxes. The right thing to do is cut spending. Extracting spending cuts from LP legislators in the process of raising the debt ceiling is perfectly appropriate.
Breaking a borrowing and spending habit is at least as difficult as weaning a heroin addict from the needle. There will always be those among us who say that they know we can’t continue with our profligate ways by borrowing and spending, but we simply can’t stop now. “It’s too dangerous,” they say.
Nonsense. If not now, when?
An old Chinese proverb says, “A thousand mile journey begins with the first step.” We have a long road in front of us, so let’s get started. The editors and columnists at the NYT may kick and scream the whole way. That’s exactly what we should expect from unruly adolescents. If they were our children, we would pull over for a few minutes and tan their backsides. That’s something their parents should have done. In any event, we can’t let their childish fits of anger prevent us from doing what we have to do.
